   CCB limits spending to 18% of GDP, a level not seen since 1966, and in concert with the balanced budget amendment, would require funding to be cut to everything, except interest on debt, by about 25%.

   CCB is an economic nightmare.

     I say we start with the Department of Defense, Commerce, and EPA and work our way up.
